This would sit on top of a helium tank at a carnival, amusement park, or circus and the nozzle to blow up helium balloons would protrude from the hole in his mouth. This topper is more commonly seen in yellow the blue you see here is a more rare color. This piece does show signs of wear including some scratching, paint loss, and minor cracking, but overall is in
