It is a hand carved and hand painted parade mask of some sort, that reminds me of similar masks I have seen pertaining to the Odd Fellows fraternal organization. Others have suggested that it could be of European or South American origin. Regardless, its a beautiful thing and packed with character and charm. There is significant paint shipping and wear throughout consistent with age and use, especially on
